OP, you aren’t supposed to park bumper-to-bumper. You leave space between your car and the car behind you. There should be room for you to get back there and load the trunk.

Just curious why they teach LEOs that? Just so they can roll to a job faster if they need to? Or something else?

I prefer to pull through, even if that means parking further away. I’m not one of those people that needs the closest spot. If the of the lot is full or busy, I’ll pull into any available space. I will back out slowly when it’s time to leave.
In the garage at work, I back in, it’s easier to pull out because of the pillars and my spot is 3 away from the ramp up/down.
