I actually like her dress better than Meghan's. The bare arms are distracting (to me) whereas the blue blends more with William's outfit.
Agree. When I first looked at the picture I noticed Kate's face, and the dress just blends in, which is appropriate for a family photo.
I feel a sense of deja vu:

No, I still say Michelle's choices are totally fine, because they are all for evening affairs. This is a day-time, autumn, FAMILY PHOTO FOR AFIL'S 70TH BIRTHDAY. This occasion calls for conservative wardrobe choices.
NP. I truly pray you get the job you so desperately already believe in you have--sartorial adviser to the Duchess of Sussex--because obviously she hasn't got one single knowledgeable person advising her on clothes. I'm sure there isn't any social secretary, lady in waiting, dresser, tailor, milliner, personal buyer, relative by marriage, ANYONE who advises her except a troll who lives under Tower Bridge and is not au fait with the protocol for FAMILY PHOTO FOR FIL'S 70TH BIRTHDAY.

I agree. I do not think that Meghan's dress "fits" with the color scheme and classic feel of the rest of the family/the photo.

Why?
The dress is navy blue and white.

As covered in this post, Kate’s dress is an Alessandra Richards piece. Made in a silk crêpe de chine, it features a pleated skirt, contrasting spread collar, and contrasting cuffs. It was carried at Net-a-Porter ($1413) and also at Moda Operandi ($2400).

1) it's inside
2) it's a dark colored dress
3) it looks like some sort of a cocktail affair, judging by the high tables to the side in the photo
