My 10 yo just went to a scavenger hunt bday at the mall. It was very clever and low budget - the only expenses were the different prizes for scavenger hunt winners and cake and snacks after. They split into 2 teams and the bday girl divided her time on both teams. They also did some games with prizes like where you guess things about the bday girl. If you have an even higher budget (even $20/girl), you could do even more
