That was the case at our ES. People want to appear like they're helping, but not actually help. "I was there! It was great. The kids were so cute. The other moms & I loved it." Vs. "I was there. I cleaned up the mess Larla and Larlo made. It was hard work, but I know I helped out."
In the words of my boss at my first job at a fast food joint, "If you have time to lean, you have time to clean."

Honestly I don’t want a turn to watch my kid eat a cupcake. But if every other parent goes I feel like I have to. So limit it and I bet all the parents that want to get to.

What school is this? I’m a teacher and I love the idea of having just three parents in the room. The party is for the kids. We don’t need 40 extra adults in the room when we need the space for games and crafts. Parents can come see the parade. That should be enough!!

This is perfectly reasonable.
In your situation, OP, you need to complain to the PTA and the principal, and ask that they send sign-up sheets to everyone at the same time and not abuse their position.
The room parent can use 2 volunteers. I guess they can do a lottery for everyone who wants to volunteer to be fair.
From what I observed, it looks like the room parent simply lined up her friends.
At this school or in general? I would hope that they are fair when picking parents.
