It's all ridiculous - the whole point of the tests was to align state assessments. States didn't like the results of the tests and quit. I agree that there are plenty of ways PARCC could be criticized - but it seems much more productive to advocate around changes we'd like to see in PARCC than to drop the test all together and take years to implement/norm to a new test.
