My impression is that she is just a very small woman. She always wears heels and clothes that give her some stature, but she seems tiny to me.

PP here and I'm not criticizing! I have the opposite body type (slim waist but gain weight in my thighs/hips) - we used to lament if only we could combine forces

as someone who has cankles and bigger legs in general, no matter how in shape I might be, I covet those thin legs!!!!!
