I'd get a Civic (or similar). When I was in high school I got a 10 year old Camry. Let her know speeding of any kind gets the car keys turned in immediately. My mom gave me a huge sit down lecture about speeding and how it is almost always the culprit of EVERY accident and how you can avoid other people's mistakes, if you are NOT speeding. She wasn't big on lectures, but I knew that car was a serious privilege that would be gone if I abused it.

Research cars with the best crash ratings and narrow your focus to them. Then, when your child starts driving make sure the rules are perfectly clear and that driving is a privilege and not a right and if she breaks the rules the car is taken away. Require that she have a locator app on her phone so that you know where she is. If that's a problem for her, tough!

Whatever is cheapest? Idk. I got my mom’s 10 year old sedan when I started driving and I thought I was living large. I’ve bought a few vehicles myself from Carmax. It’s not the best deal, and they don’t have anything super cheap, but IME the vehicles are reliable.
