We flew using Porter from IAD into Billy Bishop and loved it. It was inexpensive (220 USD RT). (Wait for a sale. There are many. When I went 2 years ago, it was cheaper to pay using Canadian dollars by switching my website location to Canada.) Toronto is compact, and we didn't rent a car. We walked or ubered everywhere. We took a bus to Niagara Falls. It worked great for us. We don't have a lot of vacation time, so using a day on each end for the drive wasn't what we wanted.
