Yep, all the R's in my neighborhood voted down traffic calming despite the fact people are routinely clocked going 50-60 in a sidewalk-less, streetlamp-less, unmarked residential road zoned for 25 MPH.

Exactly. I am latina and my latina mom is afraid to stay alone in parking lot when she waits for me outside especially in heavily hispanic areas because she knows (shes been here 50 yrs) that many are illegal and have committed felonies in their home countries.
