There have been a handful of other postings recently, all supervisory or even SO positions. I don't recall seeing a line position for quite a while.

Something like this often would go to an internal person getting promoted, but they may want to see if they can poach a senior ethics person from another agency given the pay bump.

SES would be more pay and responsibilities. At some agencies, line attorneys can be 15-10, so there maybe room for advancement in terms of title and responsibilities (but not necessarily more pay) beyond where someone is at a 15-10.

All of the recent postings for SEC were for internal employees. They haven't been hiring for a while.

Maybe. I don't think a lot of hiring is imminent, but there could be some things coming down the line in the mid term. We are approaching three years since pay parity and my sense is there are a fair number of people waiting to maximize their high three and then will look to retire. I'm sure not all positions will be filled, but that may create some openings. Plus, the budget that looks like it is going to pass should generally help loosen things up a bit.

I am sure competition will be fierce for slots since there is likely a lot of pent up demand and a lot of folks at firms and/or other agencies have been biding their time.
