Same thing happens when they toilet - they all line up and go at the preset time. My guess is that if she really hates it and cries when she is wet, they will change her more often. But, even from a very young age, kids behave differently in daycare than they do at home.

Whaaat? It's criminal neglect for a kid to have a wet diaper (not poopy, not even that full) for two hours? If so, someone better come and take my kids away. From reading the OP, I assume that poopy diapers are changed immediately; it's pee diapers that are changed on a schedule. You certainly can't change after have pee -- I don't even know when my babies have peed.
