You can’t just do normal work for 4 hours. You can code your time sheet for up to 4 hours of work time for shutdown activities. We’re not even allowed to use that time to cancel meetings or let people know we’re shutting down (other than voicemail/out of office).
This must be office by office. Our shutdown checklist included "check with your supervisor about whether to contact others to reschedule upcoming meetings."
