I have a friend who is 61 and was laid off 2 years ago. Not everyone can find a job, and it is horrible that an employer hires an illegal before her.

Nothing cruel about it. They are being given the right to work and stay but need to remain free of any criminal record. No automatic right to permanent residence or citizenship unless they serve in the military.
You missed that part about being a public charge. It’s cruel. This plan creates second class citizens and as such will be rejected.
