I'm the poster from Dominion Hills. I don't think there's even a comparison between Westover and Bluemont. Westover is just a more livable neighborhood with fun walkable businesses and better schools (depending on what part of Bluemont you're in). Bluemont probably eventually will be more livable as the development moves west down Wilson and the neighborhood gets less of an angry reputation.

I live nearby in Dominion Hills, and from what I’ve seen, Bluemont is a bit of an anachronism. There are the standard $1.3 million Arlington teardowns with biglaw parents and 1.8 kids. But there also are a lot of older houses with families that have been there for decades, and they are understandably very vocal about any issue that they think might possibly change the feel of the neighborhood (Ballston development, something about bocce courts, etc.). IMO, they are only delaying the inevitable - just look down east on Wilson Blvd. to see all the cranes.
