Congress needs to decide if federal employees get back pay. They always have in the past - but who knows. Federal contractors do not get back pay as far as I understand.

That's not what I heard. You always get paid (just with a delay). But ultimately, you lose no money - and get a paid vacation. As I said, my friend is hoping for it.
PP was talking about contractors. Is your friend a contractor?
I posted above about contractor pay. We had a meeting today and this is what I was told by my company. When I was working for a different contractor years ago during the first government shutdown, we did not get back pay but I had tons of vacation time saved. This go round I just started with a new company and they told me I will not be paid since I have no time saved up.
