They are not dating inside the school during class times. They may have lunch together or sit together, but that's not dating, it's hanging out in school.

I had a boyfriend at 14, but I was in tenth grade.
What I am wondering about is -- middle-school "dating" doesn't seem to consist of actually going anywhere or doing anything. So I'm not sure how a parent could stop it, if they wanted to. It goes on at school and on phones.
