This vehicle would not meet the Abandoned Vehicle standard as it does not meet 2 of the requirements. The city is actually very lax about vehicles that never move, so long as you keep its registration current and the vehicle can still operate. There's posts on Popville about neighbors who keep a junker car in the same spot all year but the city won't do anything if there's no street sweeping.
I simply don't understand why these people keep the cars. They never use them.
But it could still be violating ROSA rules.

No idea why she does this because it means my husband has to park several spots away and lug the baby in his car seat.
Once I had a large item trash pick up scheduled and I had to put a note on her car not to block my treelawn that day.
