Executive Search Firms and the Feds like full descriptions of the candidate. So, I say "when in Rome, do as the Romans do". Target to the particular target.
2. To the person who asked how to make the resume standout. Make sure it is "visually perfect". Not too much white space, not too little. Content-wise- make sure your verb tenses are consistent. Quantify accomplishments. Bold and underline where you want emphasis. Write a great targeted cover letter to go with. Make sure to have a great linkedin profile with a great pic. Good luck!
