Please explain to us, dear OP, exactly how one such as you views this remark as "racist."
Southeast is, factually, the poorest part of the city. (Did you not know that?) Lower income children, factually speaking, do have more social and emotional needs than the average child who lives in a more affluent area. This is true whether we are speaking of persons who are black, white, brown, green or yellow.
A better question is why you find this so inflammatory.
as a high SES parent with a child with "social emotional needs", kindly stfu.
