Look at Clarkson University. It's a fun place to learn to be an engineer and has awesome job prospects.

The idea would be to use it as a pathway to the flagship public (which doesn't sound like what OP's kid is looking for though).

It would be for the purpose of bringing up his GPA. He could fairly easily have a 4.0 after a year and have his pick at more competitive colleges.
