I think OP was more interested in expressing her opinion than she was in respecting other peoples' sensitivities.
Note that I am not saying that the relationship between BIL and SIL at 18 and 13 was okay.
I am saying that at their current ages, BIL and SIL seem super sensitive about the subject (which indicates to me that they know others don't approve), and it would have been more respectful for OP to drop the subject immediately. And especially by the time the BIL got to "watch it".

13 and 18?!?! That's just wrong. I can't even. It's completely W-R-O-N-G.
That's downright creepy
EEEWW. I would kill any adult male who is 18 if they came near my 13 year old daughter. Sorry. Maybe if she were 18, then 23 might be ok. My daughter will be in 7th grade when she's 13 (fall birthday). Signed, disgusted mom.

OP here and I agree. While I agree, it's not my business and I didn't mean to insult them. Trust me, I question her parent's judgement.

Me: Oh wow. When did that happen.
SIL: Year ago.
Me: How old was the girl?
SIL: Like 15.
Me: How old was he?
SIL: IDK in his twenties. They were in a relationship. She was plenty old enough to know what she was doing.
Me: I don't agree. To me, that's not ok.
SIL's Husband: Hey, watch what you say. Your SIL was 13 and I was 18 when we began dating.
Me: but
SIL's husband: Watch it.
Me: Let me finish. When you say in his twenties..I think like 25. Not barely 20.
They still seemed pretty hurt. How do I make this right? I feel so bad that I hurt their feelings. I told them there was a big deal between 20 and 25 and that needed to be distinguished. Advice?

+1. The only inappropriate thing about the conversation is that your BIL told you to Watch It.

They didn't have sex and I believe them. This won't make anyone decide to love him but here I how I know. SIL gave me a phone she had from when she was 17. On it were a bunch of texts of her now husband threatening to break up with her because they had been together 4 years and she wouldn't have sex with him.
That doesn't make it any better. He was bullying his girlfriend who was 13 when they started dating. She's never had a normal relationship - and he's probably abusive.
Yeah, that kind of makes it worse, actually. I wouldn't feel bad about hurting his feelings. He's a jerk and a creep.
