I thought it was more that Miranda and Samantha offered to loan her money, which Carrie declined, and Charlotte didn't, not just that Charlotte didn't offer.
This is what I remember as well. She was upset that Charlotte didn't offer when both Samantha and Miranda offered.
Fair enough. So she showed up at Charlotte's condo to berate her for *not offering* to loan her $40K. Still while her friend was unemployed and getting divorced.
