The current Lafayette 3rd grade is the smallest grade in the school, with only 4 sections. If they get enough IB enrollment to push them to 5 sections (like every other grade), then your chances are good.
Janney 3rd grade is small as well. Call after the end of the school year to find out more. You will not get called until the 1st week of school.

If there were any K siblings, their WL # would be #1. PP is #1 so there aren't any siblings.
But what if someone declines PK3 and they make an offer to a PK3 who has a sibling in K?
