They might be post-lottey adds. Or they could be kids who matched with a school they ranked higher but are on the Langley WL automatically due to having an older sibling or twin at Langley.

I think the IBs on the waitlist must have been post-lottery additions? I do know someone IB who matched elsewhere and then decided to add Langley after seeing all the friends who matched there.
That makes sense. IF you add post-lottery, early action doesn't apply. But if they have to create a new class to accommodate the IB students who did apply before round 1.
I don't think the guarantee holds if you don't apply in the initial lottery.

Burroughs has almost 300. Langdon has more than 300. LaSalle Backus has less than 300 and it is still an education campus.
