Do the closet first. Not very expensive and will make your life easier right away. I like the idea of the open concept but agree your budget is not enough. Do the floors last - your kids will mess them up during the time you're there. I would do those right before selling instead. Most home improvement projects don't really net you that much in resale. Just keep up with the home maintenance. Paint the house--exterior and interior--if it needs it; otherwise wait until closer to when you plan to sell.

Kitchens and baths sell houses. I don't think $15K is enough for your project, though. Especially if there's a load bearing wall.
