Your competition for those few spots does. And appeals and gets private testing if the prep doesn't work. AAP means getting high quality, differentiated education on the public dime. People will do just about anything to get that.

Can you sign up for SACC before you're registered for school?
Yes but you can only register them the summer before they will start K. For example, I have a DC starting K in fall 2917. In July 2016 I registered him for Sacc.
You can register them any time, beginning in July a year before they start school, but it's best to do it that July because of the long waiting list.
