PP, I am not OP, but someone similarly situated. I am so mad, I want to try to file to recover damages, can either of these processes be used to recover damages or compensation?

Please read this letter from the US Department Office of Civil Rights -https://www2.ed.gov/about/offices/list/ocr/letters/colleague-201607-504-adhd.pdf
Not evaluating children because of passing grades was actually a violation of the Child Find requirement by MCPS. It's one of the ways they are discriminating against children with ADHD.
For anyone who has had this happen in the last 6 months, please file a complaint with the State of Maryland. MCPS should be investigated for these practices.

Good luck op.
