I may be wrong, but I would think merit increases are separate from the hiring and pay freeze. I thought the pay freeze was just for COLA. I hope I'm right!
For the COLA/locality (2.88%) -- isn't that payroll already being processed? That pay period is over -- we submitted time last Wed/Thursday and usually paystubs are available by this Wed even though you don't get the cash until later in the week. I'm not sure this order changes that. No idea re merit pay -- wish they'd post the orders online so we could see the specifics but that'd be too much transparency.
