If he resells the room without allowing those who booked it to cancel he's being a fraudulent scammer. His reviews will tank and he should consider himself lucky if he isn't reported to the authorities.

The flip side of the OP's story is that the "front desk" guy is scared shitless of letting people cancel because he knows he can't get enough Trump supporters to replace them.
