You aren't wrong OP. When signing your child up for an activity, it's not unreasonable to expect there to be an activity leader unless you are explicitly told otherwise in the beginning.
I'm willing to bet if OP told us which league it is and we went to the website, we'd find that information in the program description. We're all adults, there's a limit to how much hand-holding we should expect.
