No sir. William and Mary is different, in a good way--sui generis, if you will, in terms of these rankings. That's because it's a small public research university with nowhere near the resources of, say, Cal (although it is in the midst of a very ambitious fundraising drive). It's bread and butter is undergrad teaching where it ranked 12 (down from 4 or something). To be sure, as I recall, years ago (late 1980s?) it was in the top 25. It's a great choice for a type of kid who might find UVa to be a bit too big or whatever (but might want to go to UVa. It bounces around from 29 to 34 pretty much, which seems eminently reasonable to me.

If you understand the math and methodology, you'd know how difficult it is to "game" the system- unless you use "gaming" in the sense of investing in resources. For example, some think schools "game" the system by encouraging applications so that the "acceptance" rate will decrease. In fact, acceptance rate is .0125 (1.25%) of the total ranking.

USNEWS rankings remain the gold standard, but they are just one data point. The rankings are easily accessible and, as such, get embedded in the psyche around the globe. In China there is an absolute obsession with the USNEWS rankings. In American most everyone pretends they don't care about USNEWS rankings, but they do (at least a bit). Schools certainly care - some more than others. But does anyone base their opinion "totally" on the rankings? Highly doubtful.
