Here's how I taught mine to stop:
Got a really dirty potato from the farmer's market, and told DD and that potato was like her and needed a bath. Put potato in a clear cup of water. Eww, gross and dirty! Then I poured the gross potato dirt water into DD's favorite cup and offered it to her as a drink. She, of course, wrinkled her nose. Now when she's in the bath and wants to drink, I reminder her of the potato water and how all of her dirt is now sitting in the water that she wants to drink.

You need to take some time to get through this.

My kid definitely drank bath water a few times. Or maybe more than a few. I didn't "intend" for it to happen, but it happened and I was not surprised.
But lead can also be absorbed through the skin.
