I dislike when he does it, esp with the kids in the car. I turn the car off before pumping gas. But if I try to suggest he turn the car off or make suggestions in other scenarios, he bristles/gets annoyed and carries on with how he is doing it.

He's a moron. He does things wrong and refuses to accept that there are better, safer, LEGAL ways to do things.

Well if he gets annoyed... That's much better then letting your car catch fire with your kid inside (or you). No worries as long as you put up the good fight for 10 seconds.

The PETA website says that: on a 90-degree day, the interior temperature can reach as high as 160 degrees in less than 10 minutes. If your kid is awake probably ok but not sleeping. No way.

This exactly. I would not trust your husband - he has terrible judgment if he thinks this is ok. I don't know if the chart below will come through but on a 95 degree day the internal car temperature is 114 after 10 minutes and 124 after 20 minutes. And if he leaves the car running with a sleeping kid that is just beyond stupid and reckless.

I would not leave a sleeping child in the car regardless of age. In this scenario, I'd wake the kid up and tell him that I'm running inside to get sibling and he was welcome to wait in the car if he wished (engine off, windows open).

I think of it in terms of what's the worst that could happen. Two answers immediately crop up: 1) something happens to you to prevent return to your car, and 2) someone calls the police about an abandoned child.

Neither is worth it.

The issue now is that someone is likely to call the police or CPS if they see an unattended child in the car, even if they are 7 and old enough to be left there.

My 7yo doesn't nap so it's hard to imagine this happening. I do have 2 camp drop offs and I leave awake 7yo in the car for 5 min. AC was blasting so for it to be off for less than 5 min is not a big deal. This is in camp parking lot. Lots of parents leave kids in car while they run in and out to drop other children off. Can't imagine anyone calling the police. We live in a safe VA suburb.

Holy cow, surely your DH is not talking about leaving a child shut up in a car without running AC in the heat? That is flat out deadly.

Is he talking about rolling down the windows and leaving kid in the car asleep? It would be crazy IMO to do this with the car running. It is not crazy but IMO not advisable to do this with the car off. What if the kid wakes up and is confused or frightened? What if someone sees a small kid alone in a car and calls the cops?

So, no, I'm hard pressed to think of any circumstances in which I would think this was okay. If you were just walking to the door, car in view, okay.

He may not be a moron but pumping gas into a running car is an incredibly stupid thing to do. If he's otherwise not an idiot, you should just be in charge of keeping the gas tanks full.
