And we live a Japanese-style no-shoes house. We clean after contractors. We survived a major gut-job and renovation project while living in our home. You can deal with cleaning a bathroom, plus the contaminated path the contractor took to get from your front door to your bathroom.

Contractors in this country keep work boots on at all times to prevent injuries and, if they work for a large organization, for insurance purposes. Their job is high risk, since they are manipulating tools all the time.
Your relative was fully within his rights to keep his shoes on.
Plus it was in a SHOWER. The easiest place in the house to clean, don't you think???
