My 11 yr old is still in this phase. We shop at Justice and Target mainly. Though we've had luck with Arizona brand clothing also.

Introduce her to skinny sweatpants. My dd made the switch so now it is leggings or skinny sweatpants.

I don't know if you'll find it too pricy, but Tea Collection has high quality leggings. Cute tunics, too.

I'm 37 and wearing leggings too day b/c they are comfortable...as is my toddler daughter.

Buy better/longer stuff and remind yourself that it's all a phase.

My youngest DD seems similar. She abhors more durable "pocket pants" which include jeans or any stiff pants with pockets.

We've let her pick out seasonally appropriate ridiculous outfits since I can remember.

LL Bean has great quality, fit and price on leggings. As a PP posted, you can easily darn or patch the inevitable knee holes. Or simply ignore a small tear. Know your kid, pick your battles.

also Hanna Andersson has some really soft leggings, capri leggings, looser more sweat-like leggings in really good 100% cotton.

And often there are online sales.
