Where are you getting this from? Our swim club has never seen this. In fact, most of the older members tend to drop their memberships at a certain point. It is the families that sustain these clubs.
From a real estate agent when we were looking at houses. Also from people who were members of the county's outdoor Bethesda pool because they couldn't get into their own community pool. Maybe the curmudgeons have died and not been replaced by similar?
Other neighborhoods that do this Somerset draws a line at a certain street and people outside that line , though in the neighborhood, cannot join the pool.
They also drive to Bethesda.
Fallsmead in Potomac too - though I'm not sure where they end up as there are no county pools near there.
