From a real estate agent when we were looking at houses. Also from people who were members of the county's outdoor Bethesda pool because they couldn't get into their own community pool. Maybe the curmudgeons have died and not been replaced by similar?

Other neighborhoods that do this Somerset draws a line at a certain street and people outside that line , though in the neighborhood, cannot join the pool.
They also drive to Bethesda.
Fallsmead in Potomac too - though I'm not sure where they end up as there are no county pools near there.

Wood Acres (proper) and Carderock both have few teardowns since the HOA basically prevents it. Carderock has a very active pool and community centered around it.

Kensington parkwood or carderock.

Heritage Farm in Potomac. Two minutes to the Village or 5 minutes by bike. Potomac Swim and Tennis Club. Spring Festival on Falls Bridge Lane and big turnout on Halloween. And actual yards to play in, from 1/3 to 1/2 acre.

Battery Park in Bethesda, on the north side of Wilson Lane (Edgemoor is south side of Wilson, but that's too expensive for you).

Maplewood. It's in Bethesda.

North Chevy Chase has all of that!

Wildwood Manor (though a few teardowns/McMansions are starting to creep in)

Montgomery Square between falls rd and seven locks road (some teardowns, but very close to 270/Cabin John Mall, with Giant etc.)

Can you elaborate? I am a new poster, and we are contemplating a move there. I like the look of the neighborhood; however, I do have some of the same criteria as OP and would prefer not to be in a neighborhood with unfriendly neighbors.
