Have you tried just plain Vaseline? It works great and is cheap.

My personal favorite is Smith's Rosebud Balm (it's absolutely amazing) but it's scented and I don't think it comes in any other versions. If you're at all negotiable on scented products, it's worth a try!

When you are in the shower, rub your lips with your fingers and get all the dead skin off. As soon as you get out of the shower, rub a generous amount of Aquaphor onto lips. I do this daily before bed.
