I think this is all being made too complicated. Was there anything in this person's introduction that grabbed your attention and made you interested in at least seeing his resume? If so, then he might have a style that would work with your organization, so send him an email to direct him to follow up in whatever manner is most convenient for you, whether it's sending him through official channels or having him send you his resume directly. If his opening didn't engage you (which I suspect is the case, or you wouldn't be considering tossing it), then just delete and move on.

Up to you. Ask yourself if this is how you would hope your employees go about talking to management, communicating with clients and trying to win business. In your office/industry the answer may well be yes.
