Not to and from the car. And not in a cold car. Sure you can put sweats over and take off there or vice versa but I much prefer to keep my legs warm while exercising.
If you need pants to keep your legs warm while exercising, you're not working hard enough! For cardio, your heart rate should be up enough that you're sweating.

Get this -- I was wearing both capris AND longish, loose sports shorts (over top the capris) and a loose shirt. I used to think the tight capris and sports bras were so immodest....but clearly I am way behind the times!
