What, precisely, do you want to say? "Your child is gross and disgusting?" "You are a bad parent and you are gross and disgusting?" Toddlers do all kinds of absolutely disgusting stuff, and they are hilarious. That is probably not even the grossest thing that kid did that day. If nothing else, he's getting licked by the dogs all the time.

OP, I don't think it's that big a deal. Your relative is young and dumb as a rock, but I don't think the child is in danger. So don't say anything; there's no point in saying anything.
