OP here: I'd get a dog if our landlord allowed it but she doesn't. I'm moving out in June anyways because I'm moving to New York but still. It would be one thing if I was expecting it to be on 70+ all day but I don't think 66 is that much to ask for.
If you are moving, suck it up and stick it out or find another place until then. Doesn't sound like she would conpromise

We live in a 1,350 sq ft condo and our heating bill for last month was $99.21. Obviously it's going to go up with it being colder out but omg come on!
Why not set it to what you want and an hour to two, you set it back to what she wants?
