Subject: Worried for my younger sister
In all honesty, I can totally see where you are coming from.
It must be tough to see how your sister's life has turned out.
But even though you are family, she no doubt is living a different lifestyle than you desire. And that is okay.
It is a little off that at 31 she still lives with her parents and does not date.
But if that is her life and she is happy with the status quo, then let her be.
She may just be a late bloomer. And that is okay too.

Actually, some of this sounds like the very young Japanese and South Korean math teachers that I work with. They are sweet, shy, slightly awkward, and attracted to things that seem weird and immature to the US born faculty of the same age. Maybe other cultures are more tolerant of female awkwardness.
Wait...it's the US. Other cultures are definitely more tolerant of female awkwardness.

Thin and nerdy. In my heavily biased opinion she's cute, especially when she fixes herself up, but she typically doesn't wear make up or anything like that. Her hair used to be pretty ( really thick and curly), but she cut it all off, so now it mostly stays in braids pinned to her head.
A librarian that's what she looks like, glasses and all.
Don't underestimate how much male thirst is out there. If she is thin, that already makes her more attractive than 80% of the women out there.
I'm sorry, but men need more than a thin woman. Sheesh!

I'm a woman and purportedly straight, but she sounds cute.
Working with small kids all day is exhausting. Maybe she's in no rush to do that 8 hoes a day for pay, then rush home to a second shift as wife and mother.
