Sad to say, but even three year olds exhibit bullying behavior. It is usually correlated with pathologies in their home.

It is very unfortunate, but hardly unheard of.

I actually thought the mention of ethnicity could be relevant bc of the immersion program. Otherwise, I would wonder if they were able to understand one another. Now we know that isn't the case here.

Same child hitting mine. Now four times. The teachers are concerned, we have discussed it and I also met with them. They have spoken to the other family. They mentioned that in older children this is called bullying, I did not use those words with them. They want my son to speak out when this happens, we have told him to say no, no, stop, and to tell the teachers. It is very frustrating, I see the other boy's mom sometimes at school but have not said anything to her yet.

No one is saying that the OP would not be right in being concerned if her child were being targeted. People are just not sure that what the OP describes falls outside the realm of normal behavior for a 3 year old entering school for the first time. PK3 kids are basically still toddlers, whether they're in an elementary school or a daycare.

Also, the OP needlessly made it about ethnicity as though that was relevant.

This. Bad behavior by a 3 yo needs to be addressed but is not bullying.
