omg, NP here. I think it's well-established that Bethesda/CC/Rockville tends to have more DCUM parents posting in the MD schools forum than other areas. I don't live in Bethesda, and I understand this. When speculating about where this OP may be from, the PP was picking out the most DCUM-represented areas. Clearly, it could be a teacher at Baker for all we know.

This is no longer true. There is a process, and it is used. Sounds like it's being used right now, but it does generally take a school year.
