if you are thinking of buying in a transitional area I think what matters as much as the overall 'sketchy-ness' is any anchors in immediate proximity. The overall 'sketchy-ness' most likely will trend with the area if it improves but zones with shelters/clinics/etc that rely on more the market forces to turn can get skipped or lag as the tide rises

McMansions in a neighborhood of mostly smaller homes, with 5-7 cars in the driveway/street.
Unkempt yards and houses
Lots of people just hanging out--in most suburbs, if you are outside, you are doing something- taking care of the yard, walking the dog, exercising.
