I'm guessing the ballet is important to you but I would make her come home. No more activities, total restriction. School and home. Since its summer she won't leave the house until schools starts. No friends. I am an extreme person though.
Why would you do this? It's only hair, and it's her hair. I don't understand your strong feelings of control over someone else's hair.
Maybe because I'm 33 and my mother won't let me cut my hair more then 1.5 inches 3 times per year on November 1st, March 1st and July 1st. I have very long hair just once I'd like to cut it maybe 5 inches but I cant. Why should a child get to do something I cant. Yes I'm a bitter bitch.
But a pixie cut I'd flip out on her, the crazy in me would come out full on American psyco
I'm not trying to be mean, but honestly you need some serious therapy and to set some boundaries with your mom. This is incredibly unhealthy and I'm really concerned that you are passing on this toxic relationship to your own daughter. Seriously-- for her sake, you need to find some way to move past this.
I don't have children

I get a bug in my butt every 5 to 7 years and get a pixie. I'm way past the age of rebellion. Sometimes you just want a new look. My Grandmother used to dye her hair purple.
