I think its a good idea to have one. If do have one, make sure its done well. Its also a good idea to have a professional photo. DO NOT put a picture of yourself in some type of revealing outfit or with a sexy "come hither" pose. It boggles my mind why people do this, but it is so common!

I think it depends on your industry/professions. Profession that place a high value on networking - definitely. It's the only way you can actually display your network.

When I'm hiring, you better believe I'm looking at overall social presence, social "reputation" and LinkedIn plays into that.
Agree with PPs - paper resume better match LinkedIn. I need to see that you have good connections (i.e., you have meaningful industry relationships) and a few recommendations certainly helps.
