Well, that was one person and he/she sounded like a moron. Janney had a principal from MoCo who was a disaster because she had no idea how to handle DCPS central office. Perhaps things are more functional downtown these days but it is a legitimate concern. If the principal has an experienced staff in place then these concerns can be mitigated.
It is hard going from a pretty functional central office to a dysfunctional, almost feudal one.
