We don't feel we need more at all. Our kids will get their own prepaid phones when the need arises - we are so far thinking some time between 12 and 14 years old. Our kids will never have their own laptop/PC or TV because the less screen time they get the healthier they are over all.
Not sure how old your kids are but I found my kids really needed laptops in high school and definitely in college. They both take all their class notes on the laptop in college and in most cases are expected to have their computers with them in class. If you have young kids the technology itself will likely be different when they are older but I would be a little cautious about shielding them from all technology as it may put them at a disadvantage.
You may also want to consider the social aspects as they get older because so much communication among kids is done via text and other means that the kids who don't have smartphones can be left out. Even my kids coaches and teachers use technology as a primary communication tool so they could miss critical information. This assumes of course that you aren't homeschooling, or aren't in an area where use of phones isn't as common as it is in DC.
