Another European here, and I think it is. I've had my first and only pedicure when I was in grad school in California, and I thought it wasn't worth the money (can do a better job myself). I also find nail polish on my fingernails pointless because I have to wash my hands too much due to my work and it wouldn't last a day.

I passed by a nail salon, and suddenly felt interested. Ended up getting just a pedicure, and it was actually enjoyable...if not awkward for me at first.
The nail technician was shocked I had never had a pedicure before "at my age" (I'm 26).
I know many women who get them done weekly, but it didn't seem that common.
